Usually with those kinds of messages the name of the program that is having the problem is included in the error message like this:
Since you did not include the name of the program can we assume it is not displayed as part of the error message?

When I see a message about a file that is missing from my computer one of the first things I would do would be to search my computer to see if the file is really missing so when you do that what results do you get?
If you can't think of anything that might have changed prior to this incident it could be that your Norton saw the file and interpreted it as a threat and quarantined (effectively deleted) the file so if you have way to check the Norton quarantine list you can see if the file has been quarantined and restore it.
I live on the planet called Earth and on my planet a Clean Boot will not make a missing file magically appear but you can sure try it keeping in mind that a Clean Boot might prevent the afflicted program from starting so you might not see the message but that will also not make the missing file magically appear and you can't run in a Clean Boot state forever if you need that program to start.
I found the file on my system and when I check the Properties it looks like this:
It looks like it belongs to the 2017 C++ Redistributable runtime library.
If you check your list of installed Programs do you see that listed:
Even if you do see it you might need to uninstall/reinstall the correct one for your system from this link:
Then restart your system and see how things look and if a search finds the file on your system.
